Waive Giro auto top-up fee

I REFER to the letter “EZ-Link aim: Faster Giro application” (my paper, Sept 11).

The letter touched on the reason for charging a convenience fee for using the auto top-up facility.

I find the convenience fee a misnomer. Instead of providing a convenient service for ez-link card holders to top up card value using Giro, there is one more item charged to our Giro-linked bank-account statements.

It seems that EZ-Link is the only service provider charging a fee for Giro payments. If other service providers and merchants start charging a similar fee as well, it defeats the purpose of using Giro as a convenient payment service.

Why not waive this fee for those using the Giro auto top-up service?

Aim: Faster Giro application

WE REFER to Ms Yip Lo Min’s letter, “Tough to get ez-link Giro top-up” (my paper, Sept 1). We would like to address some concerns regarding the EZ-Reload by Giro scheme.

Launched on Aug 27, EZ-Reload offers ez-link adult-card customers – who had signed up for TransitLink’s Bank Giro top-up scheme, which will cease to be in effect from Oct 1 – the continued convenience of auto Giro top-up for their new Contactless e-Purse Application-compliant (Cepas) card.

TransitLink had sent a letter earlier this year informing customers on the Bank Giro scheme of the need to re-apply for the auto top-up facility for the new card. With the new service, customers can link their Cepas ez-link adult card to any DBS bank or POSB account.

This allows a pre-selected top-up value of $20, $30, $40 or $50 to be automatically added to the value of the card, when its balance is insufficient for transit or non-transit applications. This is an enhanced offering compared to the TransitLink’s Giro top-up scheme, which is applicable only to transit applications.

As EZ-Reload is a new scheme, a new system had to be developed to support Giro top-up transactions. Time is required to develop, test and commission the new EZ-Reload service, prior to its public launch.

The roll-out of the new top-up facility took into consideration the implementation of reduced bus and train fares brought forward from October to April 1. To accommodate system testing and fare verification to ensure a smooth implementation of the reduced fares, the introduction of the top-up facility was thus rescheduled to Aug 27.

Application forms can be downloaded from www.ezlink.com.sg or picked up from any TransitLink ticket office.


For transit or non-transit applications

Customers can mail or drop off completed forms at TransitLink ticket offices. The manual application takes 21 days to process and includes verification of the card holder’s details internally and with the bank. However, we are committed to streamlining the process to reduce the current processing time.

To encourage card holders to sign up for the EZ-Reload by Giro top-up facility, the one-time subsidised application fee of $1.50 is waived for six months till Feb 26 next year.

The convenience fee of $0.25 is incurred only when the auto top-up facility is used. This convenience fee is similar to the fee for EZ-Link’s top-up service using credit or debit cards (that is, the EZ-Reload by Card scheme) to cover the processing cost incurred by EZ-Link for the provision of the service.

I REFER to “EZ-Reload: Convenience, peace of mind” (Sept 7).

I acknowledge that there might be processing costs incurred in the provision of the EZ-Reload by Giro service which the company might need to cover. However, this raises two questions.

According to the EZ-Link website, there are more than 8 million card-based transactions daily. Aren’t EZ-Link’s overall profits based on this volume of users enough to cover said processing costs of the Giro service?

At the same time, EZ-Link users currently need to have a $3 minimum balance on their cards before they can travel. The EZ-Link website also states that it has issued 10 million cards so far. This adds up to about $30 million of latent cash. Doesn’t the interest on this already cover the processing costs?

Using the EZ-Link system is one of only two payment options offered to commuters. In light of this fact, I feel that EZ-Link should consider absorbing the processing costs for the EZ-Reload by Giro so as to reward its customers for their loyalty to the company.









Manual top-ups of ez-link cards are time-wasting

I REFER to “EZ-Reload: Convenience, peace of mind” (Sept 7).

EZ-Link’s latest decision to impose a convenience fee of $0.25 for every top-up tars the Government’s holistic approach of promoting public transport. With this charge, commuters may resort to manual top-ups which is time-wasting.

If the charge is to cover processing costs, why then has the Government and many organisations been encouraging the use of Giro?

I appeal to the Land Transport Authority (LTA) to weigh in on this matter as EZ-Link’s approach of charging a convenience fee contradicts LTA’s initiative of the trial launch of Symphony for e-Payment in July last year.

WE REFER to “Every cent counts” and “EZ-Link fees a hassle” (Sept 3) and would like to thank both writers for their valuable feedback.

EZ-Link’s EZ-Reload by Giro auto top-up facility is an extension of the existing EZ-Reload by Card facility. It is offered to ez-link cardholders as an alternative payment method that is convenient, and it gives them a peace of mind while commuting or driving.

Similar to the existing EZ-Reload by Card facility, EZ-Reload by Giro requires EZ-Link to advance the top-up amount onto the customer’s card before reclaiming that amount from the customer’s bank account.

While we are unable to comment on the pricing model of other billing organisations in providing the Giro service to their customers, a nominal convenience fee of $0.25 per top-up is charged so as to cover processing costs that are incurred in the provision of the EZ-Reload by Giro service.

We hope to have clarified the writers’ queries on the convenience fee for the EZReload by Giro facility.

Ez-link fees a hassle

I do not understand why there is so much hassle when it comes to topping up the new ez-link card by Giro. For this new card, I need to fill up a form and pay a $1.50 fee.

Worse still, there is a transaction charge of $0.25 every time the card is topped up automatically.
The charge has been termed a “convenience fee”.

If all passengers top up their cards using Giro, fewer staff would be needed to man the counters. The machines would be used less often; the wear and tear would be reduced. So, who is thisconvenience feefor?

Every cent counts

Paying the utility bill, phone bill, season parking, HDB conservancy charge, etc, by Giro, is all free of charge. So, why is there a charge for the new ez-link card?

Of course, we can top up in the train stations, at AXS machines, bus interchanges or even at an ATM, but isn’t Giro about convenience?

I am very unhappy about this unfair charge. This should be done away. Every cent counts in these bad economic times.
